The generally accepted technical indicators for bread flour in my country are: gluten content > 30%, ash content < 0.6%. According to national standards, bread flour must have a wet gluten content of ≥33.0% and a flour texture stability time of ≥7.0 minutes.

Cake flour, on the other hand, requires low gluten and low protein. Cakes need a soft, delicate texture; too much gluten will make the cake hard and not fluffy enough. Cake flour must have a wet gluten content of ≤24.0% and a flour texture stability time of ≤2.5 minutes.

Biscuit flour falls between the two, generally leaning towards medium to low gluten. Biscuits aim for a crisp texture, and low protein content is a core requirement—the wet gluten content of biscuit-specific flour is generally less than 26%. Fermented biscuit flour and shortbread biscuit flour each have their own national industry standards.
